The headdress worn by this Monk from Gyutö monastery is the one of a Dakini.
"Dakini" has several meanings, including "celestial being who acts as messenger" or "practicing the Dharma"
In the Buddhism, the peacock symbolizes the transmutation of poisons into wisdoms.
As the animal, its feathers are royal and sacred symbols.
The ocellus represents the "eye of wisdom". Around the ocellus, the ring made of small golden feathers is representing the means used by people having reached Enlightement, to help others, ordinary people, achieving the same.
